Education Institute RFP Process

On October 14, 2021, the Board of Directors formed an Education Institute Committee to develop the request for proposal (RFP) for the new education institutes, conduct meetings with IIMC to identify requirements of an institute program, conduct an education survey with the CCAC membership, and make recommendations to the Board of Directors based on the response received from the RFP.

CCAC released the Request for Proposals (RFP) for Education Institutes in September of 2022 with a submission deadline of December 31, 2022. By the close of the submission deadline, six submissions were received and the education institute committee spent substantial time reviewing, evaluating, interviewing and discussing the submissions over the past few weeks. The following submissions were received by the deadline:

Pepperdine School of Public Policy – Davenport Institute

California State University, Fresno – Craig School of Business

Maureen Kane and Associates Inc.

Los Angeles Pacific University

Miller Management and Consulting Group

California State University, San Marcos – Extended Learning

After the education committee worked together to determine a set of criteria to rank each submission, each proposal were given rankings by each committee member. At the conclusion of the rankings, the committee decided to move forward with the top three proposals to conduct interviews with. Those proposals included California State University, Fresno, California State University, San Marcos, and the Pepperdine School of Public Policy. After the interviews concluded, the committee ultimately recommended that the CCAC Board of Directors begin contract negotiations with California State University, San Marcos. That recommendation was approved by the Board on March 21, 2023.

The education institute committee is currently working on the details of contract negotiations and beginning to look at the finer details of what the new institute structure will be. We want to hear from our members and ask that you take a few moments to provide feedback on preferences and needs so that the committee can make informed decisions.

Thank you for your Input! The survey closed on Wednesday, April 19, 2023 and we received over 200 responses from members. The education committee will review the feedback and incorporate it into next steps in negotiations for the new institute.


Contract Approved

At a special meeting on August 28, 2023, the Board of Directors unanimously approved the contract with San Marcos to provide CCAC’s CMC and MMC academy starting in 2024. The new institute directors are actively working to finalize the proposal to submit to IIMC for program approval.

New Institute Approved!

On October 19, 2023 CCAC received official approval from the International Institute of Municipal Clerks (IIMC) for the new San Marcos CMC/MMC Academy! Look for information coming soon for the first session scheduled for February 20-23, 2023. Registration is anticipated to open in December 2023.
