CCAC President's Message
Anthony Mejia, MMC

The CCAC Board held its regular meeting on May 18, 2021, to discuss important matters which will affect the membership and the future direction of CCAC. These topics included approval of an agreement to expand services with our professional association management team, membership dues structure and rates, and Institute Director contracts.

Membership Dues Structure and Renewal Process

The Board of Directors took action to simplify the membership dues structure. Beginning in July 2021, CCAC will dispense with the overly complex structure of ten different rates and instead will implement a $200 flat-rate for all members. We are also transitioning to a new membership management platform, so please expect your membership renewal notice to arrive in late July. Once renewal notices are issued, you will have at least a 90-day grace period before being placed into lapsed status.

Institute Director Contracts

The contracts with our Institute Directors were last reviewed and updated in 2014 (TTC) and 2016 (MMCA). The Board agreed now is an appropriate time to revisit these contracts to negotiate new terms and conditions. We desire to ensure that CCAC plans for the future and that we have transparency and continuity in the programs offered by CCAC and our partners. April Sousa, Professional Development Director, and I intend to meet with our Institute Directors over this summer and return to the Board with a new agreement at our September Meeting. I want to thank these wonderful women for leading these programs and training thousands of individuals for more than 20 years. I graduated from TTC and CEPO (the predecessor to MMCA) and found tremendous value and life-changing lessons from these programs.

I look forward to working closely with April, Pamela, and Maureen over the coming months to ensure that these programs will continue for many more years.

CCAC Bylaw Amendment

I want to encourage your support for the proposed bylaw amendment related to CCAC’s governance structure. The Board formed a Governance Task Force to examine and make recommendations for a bylaw amendment. After many months of collecting data and discussing the options, the Board unanimously voted to submit the bylaw amendment to the members to reduce the Board from 25 members to a manageable, efficient, and accountable 13 member Board. Although the Board will reduce in size, we will have more opportunities for members to become active with CCAC on committees. We will be forming new committees for communications, fundraising and scholarships, and mentor development. These will be great opportunities for members to contribute to the success of the association.

Membership Update
Ashton Gout, Membership Director

The CCAC Board of Directors unanimously approved the following changes to membership dues, effective July 1, 2021:

  • Flat rate of $200 per member
  • Membership now remains with the member

Based on membership surveys, most members indicated their support for a simplified membership dues structure and a rate increase to fund enhanced services and programs. We are also transitioning to a new membership management platform, YourMembership. The new platform will simplify the registration process, invoice/receipt retrieval, and online payments. In the coming months, you will hear more from the CCAC Board about reducing Educational Workshop and Athenian Leadership Dialogue registration fees.

In addition, membership renewal notices have been delayed until mid-August as we transition to the new platform. We appreciate everyone’s patience and understanding as we migrate over and look forward to what the new platform has to offer our members! You will receive notifications once the new platform launches and instructions on how to renew.

In the meantime, if you have any questions or concerns, please contact us at membership@californiacityclerks.org.

Thank you for continuing to be a part of CCAC.

IIMC Region IX Board Bits

By IIMC Region IX Directors Scott Passey and Ruth Post

The May 8 IIMC Board meeting was a busy one. A major decision of interest for many of our members was to allow virtual Athenian Leadership Dialogues (ALDs) as a permanent option. The decision was part of several updates to the ALD policy that also includes specific guidance on participation requirements, particularly for virtual participants: “Attendees are expected to limit outside distractions to allow for an effective learning environment and be fully present during the duration of the session. Hosting organizations are required to utilize an online meeting platform that require the use of both cameras and microphones (such as Zoom, Go-To Meeting, WebEx, etc.). Both the Facilitator and participant must have a stable camera and audio connection for the entire duration of the session. Participants that opt not to have an audio connection or a camera connection will be removed from the session.” The good news is that virtual ALDs are here to stay!

Another decision coming out of the Board meeting was to allow the restructuring of IIMC Region VIII, which includes 11 states and over 1,300 members. The approved structure would break the region into two new regions of Idaho, Nevada, Utah, Arizona and New Mexico in one and Montana, South Dakota, North Dakota, Wyoming and Colorado in another. Next steps for this restructuring are to evaluate the IIMC constitutional amendments necessary to add a 12th region and two more region directors. Since constitutional amendments are ultimately approved by the entire membership, look for more on this topic in the next year or so.

Speaking of constitutional amendments, at the Annual Business Meeting on May 13 in Grand Rapids, an amendment to the qualification requirements for a region director was approved to be sent to the full membership. This amendment does away with a requirement of written support for a candidate from their state, provincial, or national association within the region in which they are running. While the amendment would do away with the requirement, it wouldn’t prevent a candidate from still submitting a letter. Not all regions have the kind of multi-state agreement in place that Region IX does regarding the rotation of our director positions and this requirement was seen as hindering some candidates from running. For Region IX, our four-state agreement would still guide the process used for selecting region directors.

We’re both excited at the prospect of attending in-person conferences beginning this fall and look forward to renewing old friendships and making new ones. In the meanwhile, don’t hesitate to reach out to us if you have questions or need information related to your IIMC membership. Have a great summer IIMC Region IX! REGION IX ROCKS!!
