The CCAC Municipal Clerk Handbook provides a broad approach to the duties of Municipal Clerks throughout the State of California, both statutory and traditional. The handbook is intended as a guide, not a legal reference document. The statues of the State of California prescribe the essential functions and duties of clerks in local agencies. In addition, the Government Code provides that a clerk shall perform other duties as defined by ordinance. State Codes be referenced along with the handbook to ensure procedures are applied according to most recent law. Often, the City Attorney is relied upon for advice and consultation. CCAC cannot render legal, accounting, or other professional advice.
